Moses’ father-in-law, Jethro, shows up in Exodus 18 and finds Moses shouldering the entire responsibility for governing the children of Israel. So Jethro wisely advises Moses to institute levels of leadership to help carry the burden. Even today, Jethro’s plan is a good model of how the church should be led by godly men with Jesus Christ at the head.
